After a year of fluctuating oil prices, Texas refineries are ramping up production to meet surging global demand, signaling a robust recovery in the energy sector.
On July 28, 2026, the U.S. Energy Information Administration (EIA) reported that Texas refineries operated at an average capacity of 90% in the last month, the highest level since early 2023. The increase in production is largely attributed to rising oil prices, which recently surpassed $90 per barrel, driven by escalating geopolitical tensions and recovering global economies.
Major refining companies, including Valero Energy based in San Antonio, have announced plans to expand their operations. "Given the current market conditions, we are optimizing our refining capacity to ensure we meet both domestic and international demands," said Joe Gorder, CEO of Valero Energy.
The uptick in activity at Texas refineries is expected to have significant economic implications. Analysts predict that increased output could generate an additional $6 billion in revenue for the state’s economy this year alone.
Additionally, employment opportunities are expected to grow, with the Texas Oil and Gas Association estimating that around 5,000 new jobs will be created in the refining sector. This comes as a welcome development for a workforce that has been hit hard by previous downturns in the oil market.
Environmental concerns, however, are once again being raised as production ramps up. Critics argue that higher emissions from increased refinery operations could undermine Texas's progress toward its climate goals. In response, companies are investing in cleaner technologies to mitigate their environmental impact.
"We must balance the economic benefits of increased production with our responsibility to protect the environment," Gorder added. "That’s why we’re working on implementing cutting-edge emission reduction technologies at our facilities."">
